Five ways for families to celebrate Halloween in Santa Monica.

1. FRANKLIN ELEMENTARY ANNUAL HALLOWEEN CARNIVAL

Where/When: Franklin School, 2400 Montana Ave.; 10 a.m. Saturday, Oct. 27

Why go: The carnival promises rides, food and games, but the the big incentive is that 100 percent of proceeds will benefit the local elementary school.
Pricing: Free

2.  THE WESTSIDE HALLOWEEN KIDS KARNIVAL

Where/When: YWCA Santa Monica/Westside, 2019 14th St.; 3 p.m. Sunday, Oct. 28
Why go: The inaugural event is geared toward toddlers and kindergartners who, along with their parents, are encouraged to dress in their Halloween costumes. A parent's lounge will give mom and dad the chance to relax with massages and treats while kids play games and crafts. Proceeds will support the YWCA Place for Parents Program. Purchase tickets at smywca.org.
Pricing: $5

3.  MONTANA AVENUE 5TH ANNUAL HALLOWEEN HOP

Where/When: YWCA Santa Monica/Westside, 3-6 p.m. Wednesday, Oct. 31
Why go: Businesses along Montana Avenue will open their door to children trick-or-treaters.
Pricing: Free

4. A FISHY FEST CELEBRATING HALLOWEEN, DIA DE LOS MUERTOS

Where/When: Santa Monica Pier Aquarium, 1600 Ocean Front Walk; 12:30-5 p.m. Saturday and Sunday, Oct. 27-28
Why go: The aquarium will transform into a spooky environment with a "mad scientist's laboratory" and a marine animal "graveyard." Children will have the opportunity to make Dia de los Muertos crafts and masks and have their faces painted.

5.  ZJ BOARDING HOUSE PRESENTS 'HAUNTED HEATS HALLOWEEN SURF CONTEST'

Where/When: ZJ Boarding House, 2619 Main St.; 8 a.m. Saturday, Oct. 27
Why go: Ghouls, ghosts and goblins will crawl along the beach looking for the perfect wave. Download the entry form here and drop it off to the shop by Oct. 24.
Pricing: Free entry for kids; $18 for adults

Vice President Joe Biden tried Tuesday to rally Congress to act on gun control legislation, sayingRead More that "the country has changed and [politicians] will pay a political price for not getting engaged and dealing with gun safety." "As proud as the president and I am of the progress we have made, we need Congress to act," Biden said in a speech delivered at the White House. "The American people are demanding it. We need to make sure that the voices of the ones we lost are the loudest ones we here in this fight." Specifically, Biden was referring to politicians like Sen. Kelly Ayotte (R-NH), who saw her approval rating plummet after she voted against legislation that would expand background checks. Sen. Jeff Flake's (R-AZ) and Sen. Mark Begich's (D-AK) ratings also took a nosedive. On the otherside, Democrats in red states, like Sens. Mary Landrieu (LA) and Kay Hagan (NC), got a slight boost in their approval ratings after they voted in favor of the gun control legislation. The vice president also released a set of federal guidelines Tuesday for developing high quality emergency operations for schools, higher education institutions and places of worship. "We made sure the guide reflects all the lessons we've learned over the years," he said.
