Laws on Dumpster Diving?

Scavenging is against state law, but...what can we actually do? I'm a single woman, my access to my garage is through the alley, and (especially given the recent SM crime!) I feel unsafe when there is a guy with his shopping cart between me and my garage at 5:30 AM! Is there a number to call? Do they get cited? Are there actually any consequences if they are 'caught'? If anyone has info, I'd love to hear it.
