Slowing down traffic on Ocean Park!

At about 8:30 this Sat. morning, I heard a very loud noise followed by a crash impact.  I rushed out and saw a car flipped over under the OP/4th Street bridge. Fortunately the young lady who presumably was driving seemed to be OK. What I do not understand is why, after all the work that took a year to improve Ocean Park, more speed calming bumps or stops have not been installed, i.e. just west of the bridge before a major pedestrian crosswalk. Car are speeding down and, most of the time, do not pay much attention to pedestrians.
After all, this work was done to beautify and make OP more pedestrian and bike friendly. Any thoughts???
