THOSE REDICULOUS AND UGLY NEW S.M. BUS STOPS

They've been greeted with absolute scorn by everyone I've heard speak of them.  It's not just the Disneyland design.  They are not functional.  The top "shelter" is too small to protect anyone from the sun and rain.  The seats are too small and too close together.  They look like they were designed by a Lilliputain on drugs.   

SO THE QUESTION.  Who is it in city government that makes these kinds of design decisions?  Is it one person or a committee? 

We seem similar fiascos with other city instillation.  Those ridiculous streetlights on Pico.  The abstract bike racks which may work as art (which is in the eye of the beholder) but every time someone chains a bike to them the paint comes off.  It won't be long until they look like scrap metal.  

Didn't anyone think about that?  Apparently not.     Whomever is in charge of these kinds of "improvements" needs to be replaced by someone who knows what the hell they're doing.  I know most of the money for the bus stops is coming from the Feds but come on, does that mean we should squander it like delinquent children?     And they do nothing to add to our confidence in the competence of our city officials.
